Buying an Electric Dirt Bike in Europe: Shipping, VAT, CE Marking and Off Road Use

Before the motor, the boring stuff. Where the bike ships from, the tax bill waiting at your door, what the CE sticker covers, and whether there is a single place near home you can legally ride it.

We wrote this for adults shopping for an adult electric off-road motorcycle rather than a 25 km/h pedelec. Our worked examples are Valtinsu electric dirt bikes, mainly the EM-5 Pro, with Sur-Ron and Talaria as the obvious comparison.

Pedelec or Dirt Bike: The Category Decides Everything

Ask a European cyclist and they will quote you 250W. That figure comes from Regulation (EU) No 168/2013, which leaves out pedal cycles whose motor gives up to 250W and quits helping at 25 km/h. No plate needed for those.

A throttle bike making 3,840W sits outside that exclusion. Nobody broke a rule by building one. It simply lands in a different legal box, with different paperwork.

Watch for twin versions. Some brands sell an off-road model and a road approved L1e or L3e model on one frame. Only the road version comes with a Certificate of Conformity you can register. Every Valtinsu model is sold for off-road use.

Shipping an Electric Dirt Bike to Europe

EU stock or overseas shipment

First question for any seller: where is the crate right now? If it already sits in an EU warehouse, import VAT and duty were settled on arrival and the carrier has nothing to collect from you. A crate coming from China or the US can turn up with a bill attached.

Valtinsu says plainly that its standard shipping policy is written for US addresses. European buyers get a quote through support. Its return policy also lists a warehouse in Warsaw and one near Birmingham, which is worth raising when you ask. Get origin and delivered price in an email before paying.

Battery freight and delivery day

The EM-5 Pro carries a 60V 27Ah lithium pack. On the road that counts as dangerous goods under the UN ADR agreement, so it moves by freight rather than parcel post. Boxed it comes to about 73 kg, in a carton roughly 141 cm long. The driver usually stops at the curb.

On delivery day

Take photos of the carton before you cut the straps, then look hard at the fork legs, brake rotors and battery case.

A swollen or cracked pack does not get charged. Valtinsu takes shipping damage claims with photos or video for 14 days after delivery, and not after.

VAT, Customs and Your Landed Price

Checkout price and doorstep price are two different numbers. For goods bought online from outside the EU, the EU consumer guide is clear that VAT, customs and excise duty are always due. Rates are national. The EU only sets a 15% floor for the standard rate, so one bike costs a Hungarian buyer more than a buyer in Luxembourg.

Try it with real numbers. At 21% VAT, a €1,400 bike from abroad gains about €294 in tax alone, then freight and the broker’s fee on top. Suddenly the €1,700 bike sitting in an EU warehouse looks reasonable.

What CE Marking Proves, and What It Does Not

CE is a declaration by the manufacturer. In plain terms the maker is saying: on the day this went on sale, it met the EU rules that applied. No EU office hands out CE certificates, which surprises people. What backs the mark is a signed Declaration of Conformity, plus a technical file the maker must keep for 10 years.

Valtinsu lists CE, UL and GCC certification across its range. Good to see. None of it turns a dirt bike into a road vehicle.

CE does not mean road legal

To register a bike you need type approval and a Certificate of Conformity first, and only then a plate and insurance. A bike sold for off-road use stays off public roads, however many logos are printed on the box.

Two checks are worth the email. Get the Declaration of Conformity, and make sure your model name is actually printed on it. Then compare the manual with the battery and charger that arrive; Valtinsu posts its model specific user manuals online.

Where You Can Legally Ride Off Road in Europe

Access gets decided by country, then region, then sometimes the landowner. A quiet motor changes none of that. Places that usually work:

• Private land, once the owner has said yes in writing.

• Motocross tracks or enduro parks running sessions for electric bikes.

• Signed motor vehicle routes, checked on the day for fire or wet season closures.

Places that do not: cycle paths, hiking trails and forest roads closed to motor traffic.

Phone the track first. An EM-5 Pro running 83 km/h will not share a session with a kids’ pit bike, and some venues ask for proof of insurance.

Which Valtinsu Model Fits European Riding

Fit beats top speed. You can compare every Valtinsu model on one page; the metric figures here come from the brand’s current spec sheet.

For most adult riders the EM-5 Pro geared 60V platform

is where we would start. Why the gearing matters: a reduction gear multiplies torque while the wheel turns slowly. Think of a muddy Ardennes climb at walking pace, where 240 N·m still has to reach the rear tyre. Weight limit is 130 kg. An 80 kg rider in boots, armour and a backpack is nowhere near it. Volt Green or black.

Smaller and newer riders tend to settle faster on the beginner friendly EM-5, whose seat sits at 72 cm. Tall riders covering open ground often go for the big wheel EM23. Its IPX4 rating points it at dry trails rather than river crossings.

To be fair to the competition, Sur-Ron and Talaria have far deeper European dealer networks and aftermarket catalogs. Some riders will happily pay more for that.

Returns, Warranty and Parts From Europe

Buy online from an EU trader and you get a 14 day right of withdrawal, normally paying the return postage yourself. Sellers can offer more. Valtinsu’s return policy gives 30 days, but you cover return freight and a used bike carries a 20% restocking fee.

The warranty terms run one year on frame, battery, motor and controller. The display gets six months. Open the parts catalog as well, to see whether chargers, brake parts and throttles for your model are actually listed.

Before You Pay: Quick Checklist

Question for the seller

A good answer looks like

Which exact model and variant?

Name and colour match the invoice

Where is the warehouse?

A named country, in writing

Is VAT in the price?

Yes, with delivery and duty itemised

Which documents ship with it?

Declaration of Conformity plus the model manual

Off-road only or road approved?

A clear answer before payment

Where will you ride first?

One legal spot within reach of home

Conclusion

Honestly, most of this purchase is paperwork. Pin down the shipping origin and the landed price. Treat CE as product compliance, not a road permit. And know where you will ride before the crate arrives.

Only then pick the model. Newer riders usually land on the EM-5. Most adults end up on the Pro, while taller riders on open ground lean toward the EM23.

FAQs

Is Valtinsu legit?

Yes. The specs, manuals and policies are all public on valtinsusport.com, and frame, battery and motor carry a one year warranty. One caveat for Europe: the standard shipping policy is written for US addresses, so get a delivered quote from support before you pay.

What are the legal rules for e-bikes in Europe?

250W and 25 km/h. Regulation 168/2013 treats pedal assisted bikes inside those limits like bicycles. Anything stronger, which includes every Valtinsu model, falls outside. On public roads that means an approved L category, a plate and insurance. Off-road models stay on private land or permitted tracks, nowhere else.

Where can I find electric dirt bikes in Europe?

Three routes: brand stores, national importers, specialist dealers. Sur-Ron and Talaria are easy to find through dealers in big markets. Buying direct from Valtinsu can work out cheaper, but only with a written quote naming the warehouse and including VAT and delivery.

How much does a Valtinsu EM5 cost?

Depends where you buy. On 12 October 2026 the Europe EM-5 listing read $1,299 USD, sold out. Check the live page, then ask for a delivered figure with VAT included.

How fast does the Valtinsu EM5 go?

65 km/h, or 40 mph. Mode one tops out near 35 km/h, mode two near 51, mode three at 65. A heavy rider, a steep grade, soft sand or a half empty battery will all knock that down. Firm, flat dirt is the best case.

What is the price of the Valtinsu EM23?

$1,999 on the US store in October 2026, marked down from $2,599. The bike runs a 60V 4,000W motor on 19 and 17 inch wheels and is rated for riders 16 and over.

What is the real Valtinsu website?

valtinsusport.com. Type it in yourself. Copycat ads and marketplace listings borrow the product photos, so tapping one is a gamble. The real site lists every model, a manual for each and the shipping, return and warranty policies.

What is the best budget full size electric dirt bike for beginners?

Height and age decide it. Someone newer or smaller, aged 13 or older, usually suits the EM-5 with its 72 cm seat and three speed modes. An adult wanting a fuller chassis can move up to the 18+ EM-5 Pro on 17 and 14 inch wheels.
